They're to stop vehicles that don't see the C-17 (Not sure how that's possible, but it supposedly is!) from running in to it :roll:

Hopefully if it comes back, or if the other one turns up, I'll be able to get to the end of the runway for it :)

A civil reg on a military aircraft will enable it to travel internatioaly with less red tape and hassel. If you check out a lot of african and middle east military tranport fleets you will see lots of C-130's with just a civil reg or dual reg and miltary serial. The carring of civil regs by modern combat aircraft is a NO NO for obvious resons. Historic military aircraft now in civil hands have a civi reg but not always carried and the historic military markings and serial.
