It is an type of ekranoplan, wing in ground affect aircraft, the wings are lying nearby which probably came of when it was dropped by the helicopter transporting it from somewhere in Russia.

an amazing set of photos and aircraft. Many thanks for posting them - made an interesting subject to look at over breakfast!
some of the ideas the Russians had are so creative it just makes me wonder what their success rate was with the innovative approach. It's just a shame that some aren't in better condition.
