They're to stop vehicles that don't see the C-17 (Not sure how that's possible, but it supposedly is!) from running in to it
Hopefully if it comes back, or if the other one turns up, I'll be able to get to the end of the runway for it

A civil reg on a military aircraft will enable it to travel internatioaly with less red tape and hassel. If you check out a lot of african and middle east military tranport fleets you will see lots of C-130's with just a civil reg or dual reg and miltary serial. The carring of civil regs by modern combat aircraft is a NO NO for obvious resons. Historic military aircraft now in civil hands have a civi reg but not always carried and the historic military markings and serial.
