I don't think it's a support aircraft for the Mirages, as they are currently in the hangar being overhauled...word is that they might be disassembled and shipped to France all the way to the Dassault factories.

The new building at the back is a new office block called Sky Parks, which amongst others will be housing Air Malta's new head office.

To answer the previous question by Mike the Ilyushin brought parts and personnel to work on the Libyan Mirages. This weekend they wheeled out one of the Mirages and were trying engine runs...so it looks that the Mirages might fly out of Malta after all.
