They do have Mode S; it's mandatory in UK airspace classes A and C. What they don't do is send the extended squitter signal which contains position information - this is not (yet) compulsory.

If you're asking for the Ground frequency at Leeds-Bradford, there isn't one. The closest thing is Delivery on 121.8 MHz but it isn't active all the time.
