129.550MHZ....

Hi Guys,
Huge apology in advance if I am asking a stupid question...
129.550 mhz was to me the Luton Radar frequency with 128.750 and 132.550 being uses for approach/director and tower....so at about 4am this morning and dropping off at Luton Airport , 129.550mhz came to life with the controller calling himself Essex radar and confirming runway 22 , then in next transmission, same voice telling a Wizz Air that he was x miles for runway 26.
So does something happen overnight whereby Essex radar and Luton combine ?
Hope its not too much of a newbie type question !!!

There are times when Luton approach and Essex radar are combined, especially when it's quiet. There have also been staffs shortages recently in this ATC sector.
