They were to be jointly involved with a CI register but weren't ready to go with Guernsey so broke away and decided to set up their own.
I don't know if they are going to have a special arrangement to use extra letters. If they don't, they will be limited to three letter marks and that will put them in a poor position to compete with Guernsey and Isle of Man.
